DLM Maturity Model: Where Does Your Organization Stand?

Not every organization needs the same device-operations capability on day one — but every growing estate moves along a predictable path. This maturity model is a way to locate where you are and decide what to fix next, rather than buying capability you are not ready to use.

Level 1 — Ad hoc

Devices are tracked in spreadsheets and inboxes. Status is reconstructed by asking people. It works until the estate, the team, or the regulator grows — then every gap becomes a fire. Most teams start here and stay longer than they should.

Level 2 — Recorded

There is a single system of record. Devices and their states live in one place, and people stop arguing about which file is current. Hand-offs are still mostly manual, but at least the data is trustworthy.

Level 3 — Governed

The pipeline is enforced. Requests pass through an approval gate, transitions are server-enforced so steps cannot be skipped, and an audit trail records every action. This is the level where deployments become predictable and audits stop being archaeology.

Level 4 — Measured

Phase durations, SLA targets, and ageing alerts turn the pipeline into something you can manage by exception. Bottlenecks surface before customers complain. The question shifts from "where is it?" to "why is this stage slow, and what do we do about it?"

Level 5 — Integrated

Operations are connected to the rest of the business — core banking, ERP, monitoring — through a first-class API and signed webhooks. The device estate stops being an island and becomes a participant in the systems around it.

Most organizations do not need to leap to Level 5. The practical goal is to move one level at a time: get to a single record, then govern the pipeline, then measure it. Each step pays for itself before the next begins.
